Esyasoft Expands Smart Utility Collaboration in Azerbaijan with New Water Partnership
Esyasoft, SOCAR and the Azerbaijan State Water Resources Agency sign MoU to explore the development of a Smart Water Grid Management System in Azerbaijan. 25 September 2026: Esyasoft, the Azerbaijan State Water Resources Agency and SOCARhave signed a Memorandum of Understanding (MoU) to explore the development of a Smart Water Grid Management System in Azerbaijan, building on the country’s ongoing journey towards smarter, more data-driven utility infrastructure. The agreement was signed during the Second Azerbaijan International Investment Forum by Zaur Mikayilov, Chairman of the Azerbaijan State Water Resources Agency; Rovshan Najaf, President of SOCAR; and Dr. Bipin Chandra, Founder & Group CEO of Esyasoft. The cooperation brings together SOCAR’s infrastructure and energy expertise, the Azerbaijan State Water Resources Agency’s mandate across the country’s water sector, and Esyasoft’s global experience in smart utility technology and AI-driven transformation. The agreement builds on Esyasoft’s existing Smart Gas Network Transformation Project with SOCAR’s Azerigaz Production Union, creating an opportunity to apply relevant technology, capabilities and implementation experience from gas infrastructure to Azerbaijan’s water sector. Under the MoU, the parties will cooperate on the assessment, high-level design and deployment planning for a potential Smart Water Grid Management System. As part of this initial phase, a comprehensive feasibility study will assess the technical, operational, commercial, financial, regulatory and cybersecurity requirements of the proposed project, alongside a potential implementation plan. Subject to the findings of the feasibility study and subsequent approvals, the proposed system could support the modernisation of Azerbaijan’s water management and distribution infrastructure through smart water metering, remote data collection and processing, real-time network monitoring, leak detection, pressure management and digital hydraulic modelling. Together, these capabilities could provide greater visibility across water networks, help reduce technical and commercial losses, improve operational efficiency and enable more informed, data-driven management of water resources. As part of the cooperation, SOCAR will lead the development of the project’s financing model and explore a potential public-private partnership framework. The scope will also consider energy-efficient solutions for water supply infrastructure, including the optimisation of pumping system operations. For Esyasoft, the agreement reflects a broader approach to utility transformation, bringing together connected infrastructure, advanced metering, data platforms and intelligent network management across electricity, gas and water.
The feasibility study will help define the technical, commercial and implementation pathway for the proposed initiative and inform the next phase of cooperation between the parties.
